Reminder of order and decorum: Persons wishing to speak on agenda items must raise their hand and, when recognized, address the Chair. Each member of the audience is entitled to speak once for up to two (2) minutes on any agenda item unless otherwise directed by the Chair. Board Members shall adhere to Board speaking limits.
The meeting is being recorded for broadcasting and viewing on Olelo. To insure that all verbal comments are audible for broadcasting, please speak into the designated microphone to enable the importance of the speakers message to be recorded and heard at the broadcast and viewing of the meeting.

B. Presentation on Kalihi Palama Health Center, Darrin Sato, Chief Operating Officer, 10 minutes.
C. Presentation State Office of Elections Recruiting Precinct Officials for 2016 General Election,
April Bautista, State Office of Elections 10 minutes.
D. Presentation 9th Annual Hallowbaloo Music & Art Festival Event, Saturday, October 29, 2016, 12 p.m.- 12 a.m., Street Closures Hotel Street from Smith Street to Richards Street, and Richards Street from Beretania Street to YWCA Richards Street, Mark Tarone, Event Producer, 10 minutes.
E. Discussion on Proposed City Charter Amendment 12, require all boards and commissions except for
Board of Water Supply, Board for Honolulu Authority for Rapid Transportation (HART), and boards
and Commissions mandated by federal or state law, to be periodically evaluated to determine,
whether they should be retained, amended or repealed; and review other proposed City Charter
Amendments 1 through 20, 10 minutes.

IX. ANNOUNCEMENTS
A. The next regular meeting is scheduled for Thursday, November 3, 2016, Hawaii Pacific
University, One Aloha Tower Drive, Multi-Purpose Room 2 at 7:00 p.m.
B. The Neighborhood Citizen's Patrol meets each Tuesday on the Diamond Head side of
Kukui Plaza at 8:00 p.m. Please consider joining the patrol and supporting its efforts as they
express their service and pride in our Downtown/Chinatown community.
C. Broadcast-Videotape of Board meetings are scheduled to be shown on the 3rd Thursday, and
on the 2nd and 4th Saturday, Channel 54.
