City approaches peak period for learner's permits
O‘ahu drivers under the age of 18 are expected to boost demand over the next four months for learner's permits -- the first step in the city's program that allows novice motorists to gradually earn driving privileges as they gain experience.
The city last year issued nearly 40 percent of the 37,067 learner's permits in the four-month period between May and August. By comparison, the city a year earlier issued 37 percent of its 39,680 learner's permits between May and August.
"With the peak-demand period for learner's permits approaching, we want to encourage residents to use our appointment system and avoid lines," said Customer Services Director Sheri Kajiwara. "We understand that your time is valuable and an appointment will help us to better meet your needs."
A learner's permit is the first of three steps in the city's Graduated Driver Licensing Program, which helps drivers under the age of 18 earn privileges as they gain experience under the watchful eyes of their parents. These novice drivers must demonstrate responsible driving behavior during each stage of licensing before advancing to the next level.
The three stages are as follows:
- Learner's permit
- Provisional license
- Full driver license.
Each stage includes a minimum age and key requirements, such as restricting new drivers from carrying young passengers and driving at night.
