Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. All dialogue at the meeting will be conducted by use of the microphone. Those joining the meeting on WebEx are reminded to mute their microphones when not recongized by the Chair, and use the raise hand function when they wish to be recognized by the Chair. Anyone not following these rules will be ruled out of order by the Chair. Those providing presentations to the Board are encouraged to do so via a PowerPoint presentation, with a projector and provide handouts for the Board and the community. To permit sufficient time for questions, those giving reports are urged to keep their presentations under three (3) minutes unless otherwise advised. The public concerns, questions, and comments are limited to two (2) minutes each. The Board questions and comments are limited to one (1) minute each.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless allowed for under HRS 92. A majority vote (5) of this 9-member Board is required to meet quorum requirements.

B. Autumn Moon & Lantern Festival: Smith-Beretania Park on Friday, September 29, 2023 from 3:00 p.m. to 8:00 p.m. - Lee Stack

C. Downtown Art Center (DAC) Mural Painting of a Rabbit (using anti-graffiti paint) adjacent to the basketball court (Diamond Head direction), as well as the two (2) backboards, at Smith-Beretania Park - Sandra Pohl

i. Wednesday, September 27, 2023 - City will power wash the wall

ii. Thursday, September 28, 2023 - Artist will paint the mural

iii. Saturday, September 30, 2023 - DAC will organize a community celebration and get volunteers to paint the anti-graffiti paint on the mural from 11:00 a.m. to 2:00 p.m.

D. Hallowbaloo 2023 - Mark Tarone

i. Event Information: Saturday, October 28, 2023; Entertainment from 5:00 p.m. to 10:00 p.m.; Food and Beverage service from 5:00 p.m. to 10:00 p.m. with alcohol service to end by 10:00 p.m.

ii. Location of Street Closures: Nu�uanu Ave (between Chaplain Ln and King St), Pauahi St (between Bethel and Smith St (except for parking entrance/exit lanes), Hotel St (between Bethel and Smith St), Smith St (between parking lot mauka of Po ai by Pono Potions & parking lot makai of Livestock Tavern); Street closures from 3:00 p.m. until approximately 11:59 p.m.

A. Downtown-Chinatown Neighborhood Board No.13 is scheduled to hold its next meeting at 6:00 pm on Thursday 4, May 2023, at 6:00 p.m.
