Taking learner’s permit test online trending up on Oʻahu

HONOLULU – Oʻahu residents are showing signs of embracing the new online written test for a permit to get a Hawai’i driver’s license.

The number of monthly users has been steadily rising since the rollout of the digital service on Dec. 9, 2024 by the Division of Motor Vehicles in the City and County of Honolulu.

The trend means many of the 500-600 in-person appointments the DMV typically gets weekly are starting to take the permit test online, where it can be done at any time or any place from a computer with internet access, a working webcam, a keyboard and a mouse or track pad.

The online permit test trend also helps an immediate DMV priority to free up in-person appointment slots for the more than 146,000 driver’s licenses expected to be issued this year in the City and County of Honolulu, where renewals can be done up to six months prior to expiration. An estimated 17 % increase in driver’s license renewals is anticipated in 2026.

“We are encouraged to see the online permit test catching on with residents as we proactively prepare to meet increased demand for in-person appointments over the next two years,” said Kim Hashiro, director of the city’s Department of Customer Services, which administers DMV services in the City and County of Honolulu.

The fee for the online written test is $12, and a follow-up appointment to visit a driver’s licensing center is needed to complete the application process that includes being photographed and fingerprinted.
